Vacancy Announcement for ILC Asia Regional Node Coordinator Background

The International Land Coalition (ILC) is a global alliance working to promote access to land for people who are landless or have insecure land rights. The membership of ILC is made up of inter-governmental organizations (including IFAD, FAO, WFP, World Bank, UNEP), and organizations of civil society, including NGOs, social movements, producer organizations and research institutions. The secretariat of ILC is based in Rome, and carries the responsibility to provide support to the coalition in the implementation of the strategic plan. As a part of the process of decentralizing some of the functions of the secretariat, the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) based in Manila, Philippines will be hosting the regional node for ILC in Asia.

Terms of Reference

The ILC Asia Regional Node Coordinator will be accountable to the Steering Committee of ILC Asia. S/He will be responsible for enhancing ILC’s role in addressing challenges related to promoting secure access to land for women and men in the Asian region by performing the following tasks:
1. Facilitate the implementation of the ILC Strategic Framework in Asia through the design, operation and strengthening of a member-based, regional strategy.
2. Facilitate the implementation of annual work plans for ILC in Asia as developed by the ILC Steering Group for Asia on behalf of members and partners in the region
3. Support the functioning of the ILC Steering Group for Asia
4. Establish systems of communication between the ILC secretariat, members in Asia, and other members of ILC to foster information sharing, lesson learning, dialogue and cooperation
5. Facilitate membership and partner involvement in national, global and international processes
6. Promote, facilitate and support the development and implementation of a member-led regional platform for Asia that establishes priorities and pursues common actions necessary for increasing the capacity of members to engage in, i.e., advocacy, capacity building and research on land issues.
7. Develop, manage and monitor a multi-year program of work and budget for Asia, including:

• providing initiative and support for ILC fundraising initiatives,
• meeting information and reporting requirements of donors,
• instituting systems for, and facilitating, monitoring and evaluating the regionalisation process and regional activities
8. Collaborate in the planning, implementation and monitoring of ILC institutional strategies
9. Manage the regional node including supervision of such staff or consultants as may be recruited in support of the regional platform
10. Establish and operate the regional node in close cooperation with the host organization.
Candidate Qualifications Candidates must have networking experience at the international and regional level. Experience in a multi-lingual international initiative involving complex relationships between countries, donors, NGOs/CSOs, and the public will be helpful. Candidates must be able to demonstrate a passion for, and understanding of, land reform including land rights and development issues. The Applicants should meet the following requirements:
o Demonstrated affinity and work experience in Asia with grassroots/ peasant/small farmers organizations, landless rural workers unions and/or indigenous peoples organizations, with clear understanding of land and resource access issues, especially of women and the rural poor
o Masters degree in Environmental Sciences, Natural Resources, Sociology, Economics, Law, or related disciplines, and at least five (5) years related experience, or equivalent combination
o Must be willing to be based at the Regional Secretariat in Manila, Philippines but will also be required to travel from time to time across the region and sub-region
o Excellent verbal and written skills in English. Knowledge of two other Asian languages in the region will be an added advantage
o Supervisory experience, including ability to set objectives and manage performance.
o Experience in inter-institutional collaboration with civil society organizations, governments and inter-governmental organizations
o Proven organizational and analytical skills, including knowledge/experience in negotiation, dialogue and conflict-solving
o Ability to manipulate, analyze and interpret data
o Familiarity with state of the art information technologies, standards and protocols
o Experience in developing information systems
o Experience in developing successful grant proposals

Terms of contract

A lump-sum compensation package of USD 44T/ year, plus a one-time transfer cost of up to USD 11T (for a non-Philippine resident) will be offered, reflecting the regional nature of the post.

The contract will initially be for a period of two years, subject to availability of resources and satisfactory performance evaluation at the completion of year one. The ILC Regional Coordinator for Asia will be offered a contract by the Asian NGO Coalition. All aspects relating to the hosting of the coordinator will be overseen by the ANGOC. The contract will preferably start on 1st November 2010.

I'm the national coordinator of Alyansa Tigil Mina (ATM), the owner of this site.

We will always respect views and opinions posted on this site, as much as we encourage open discussion and intelligent debate on the issue of mining. ATM has its stand on this issue very clearly, and we welcome the comments from those who do not agree with us.

However, we have observed that in the past few days, this forum has gone way beyond acceptable behavior of netiquette.

I will request and strongly encourage all posters to at least follow the following rules:

1. Be civil. Basic courtesy and privacy norms should be practised by posters in this forum. Make your mom at least proud by showing you still remember to be polite, even if you're not required to say "po" or "opo" in every post you make. We wouldn't mind that either, if you do so. Then again, I am assuming here that you're already an adult.

2. Personal attacks will not be tolerated. This also applies to flaming. Just in case you don't know what flaming is, its deliberately insulting or personally ranting against a poster (or a thread) simply because you are losing the arguments.

3. Avoid being anonymous. Since you have enough time to post long comments, you would at least have a few seconds to type even an alias. You also help people conclude that you are not a paid hack from a PR firm by Intex (or any other mining company)

4. Do not shout in the forums. Do not use ALL CAPS in your posts. A single exclamation point should also suffice.

We will observe the forum in the next few days. Should these rules be disregarded, we will transform this into a minimally-moderated forum. We hope we will avoid the situation that we will decide to make this a closely and strictly moderated forum. We value everyone's insights so much.

We'll check up again on this new rules after a short while. Of course, we expect the Intex ECC to be revoked in a few days. In this case, I suspect that the "excitement" in this thread would have died down.
