4th Eastern Samar Peace and Development Forum talks about mining

BORONGAN, Eastern Samar - Today, the Diocese of Borongan convened and hosted the 4th Eastern Samar Peace and Development Forum (ESPDF), which focused on the discussion on infrastructure development and environmental concerns of the Province.

 

On infrastructure development, the Eastern Samar Development Project Monitoring Team (ESDMT) presented its report on the national road project in the province. Controversies on the road construction projects with regards to the completed and incomplete construction of roads in the province were highlighted.

 

On environment, issues on waste and mining concerns of the province were discussed. In particular, problems in the implementation of the Ecological Solid Waste Management Act (RA 9003) were raised and issues on small-scale and large-scale mining with regard to mining operation without proper consultation and permit and child labor on small-scale mining sites heated up the discussion.

 

Alyansa Tigil Mina (ATM) representatives Jeff Rafa of ALAMIN and Roslyn Arayata of ATM’s National Secretariat presented topics on the National Situationer on Mining and the Alternative Mining Bill respectively.

 

The forum was attended by more than 100 individuals and representatives from the government offices (which include the local government DENR, MGB, Philippine Army and Philippine National Police), parishes, the Eastern Samar Development Project Monitoring Team (ESDMT), non-government organizations, academe and media.

 

By the end of the forum, participants agreed on the following resolution: (as drafted by the forum secretariat)

 

1.    Resolution of the endorsement of the Alternative Mining Bill.

2.    Revisiting the provisions of the provincial regulatory mining board (small-scale ordinance)

3.    Revisiting the provisions of the Provincial Environmental Code àinstitutionalization of the provincial multi-sectoral environment council

4.    Creation of a task force specific for monitoring of environmental compliance and violations

5.    Request the Diocese of Borongan, Provincial Government of Eastern Samar, and DENR to dismiss the case – intimidation and harassment à resolution for support of the SLAPPS

6.    Provincial ordinance – isama ang small-scale mining sa moratorium àincorporate na lang sa revisitation of provisions of the provincial regulatory mining board (small-scale ordinance)

7.    Resolution that PENRO à joining the task force

8.    Resolution that will be adopted by this forum – resolution of support to the ordinance prohibiting the large-scale mining in the province

9.    Resolution to totally ban small and large-scale mining in Eastern Samar

 

The forum was held at Bp. Leonardo Medroso Hall, 4th Floor, Bishop's Residence Borongan, Eastern Samar.

I'm the national coordinator of Alyansa Tigil Mina (ATM), the owner of this site.

We will always respect views and opinions posted on this site, as much as we encourage open discussion and intelligent debate on the issue of mining. ATM has its stand on this issue very clearly, and we welcome the comments from those who do not agree with us.

However, we have observed that in the past few days, this forum has gone way beyond acceptable behavior of netiquette.

I will request and strongly encourage all posters to at least follow the following rules:

1. Be civil. Basic courtesy and privacy norms should be practised by posters in this forum. Make your mom at least proud by showing you still remember to be polite, even if you're not required to say "po" or "opo" in every post you make. We wouldn't mind that either, if you do so. Then again, I am assuming here that you're already an adult.

2. Personal attacks will not be tolerated. This also applies to flaming. Just in case you don't know what flaming is, its deliberately insulting or personally ranting against a poster (or a thread) simply because you are losing the arguments.

3. Avoid being anonymous. Since you have enough time to post long comments, you would at least have a few seconds to type even an alias. You also help people conclude that you are not a paid hack from a PR firm by Intex (or any other mining company)

4. Do not shout in the forums. Do not use ALL CAPS in your posts. A single exclamation point should also suffice.

We will observe the forum in the next few days. Should these rules be disregarded, we will transform this into a minimally-moderated forum. We hope we will avoid the situation that we will decide to make this a closely and strictly moderated forum. We value everyone's insights so much.

We'll check up again on this new rules after a short while. Of course, we expect the Intex ECC to be revoked in a few days. In this case, I suspect that the "excitement" in this thread would have died down.
