Asserting Local Autonomy: LGUs' Right to veto Mining

GREEN GROUPS CALL OF FOR GREATER LOCAL AUTONOMY ON MINING ISSUES
Alyansa Tigil Mina (ATM) supports the position of LGUs and several Catholic Bishops in championing the autonomy of local governments to reject the entry of large-scale mining operations in their areas. The alliance also backed the call of the LGUs and the Bishops for a dialogue between all stakeholders and rural poor communities affected by the large-scale mining.
“We completely support the clamor of the LGUs and the encouragement of the Catholic Bishops that we need to continue discussing and articulating with the national government the issue so we can find resolutions” ATM Coordinator Jaybee Garganera said.
The call was recommended during the LGU-Bishops Forum on Mining, held today, at the UP-Balay Kalinaw, in Quezon City. The forum was participated in by local government officials and community representatives from mining-affected areas such as Nueva Vizcaya, Oriental Mindoro and Bukidnon. Several bishops from other mining-affected localities were also present, including Bishop Nireo Odcimar (Diocese of Tandag) and Archbishop Antonio Ledesma (Archdiocese of Cagayan de Oro). The gathering intended to foster unity among different stakeholders on the issue of large-scale mining.
“The LGUs were mandated to protect and ensure the ‘general welfare’ of the people. ATM believes that the aggressive promotion of large-scale mining will pose threats to the livelihood, health, peace and order and ecological integrity of the rural areas” added Garganera.
