PRESS RELEASE

MINDOR HUNGER STRIKEVOWS MORE ACTIONS TO PRESS REVOCATION OF MINING ECC

MANILA, PHILIPPINES –The Mindoro Hunger Strike (MHS), involving twenty-five individuals belonging to the Mangyan indigenous tribe, local government officials, two Catholic priests and some residents, together with more than 80 organizations nationwide as their supportgroup, vows to take more actions to press the revocation of the environmental compliance certificate (ECC) issued to a Norwegian company on the Mindoro Nickel Project (MNP) in the island province.

The MHS was triggered by the outburst of the Mindoreños when an ECC was issued to IntexResources, with local subsidiaries, Aglubang Mining Corporation and Alag-agMining, last October 14 despite the lack of social acceptability evidenced bythe numerous local ordinances and resolutions from the local governments ofOriental and Occidental Mindoro, no genuine consultation and consent from the indigenous peoples (IP) ofthe Mangyan tribes, which acquire certificate of ancestral domain claim (CADC)affected by the MNP and the strong opposition from Catholic Church and civilsociety groups committed to protect environmental sustainability and IP rightsin the island province.

Since November 17, 2009, the MHS has staged theirprotest against the USD 2.4 billion nickel mine project in the frontof the Department of Environment and Natural Resources (DENR) central officealong Visayas Avenue, Quezon City. Although dialogues with EnvironmentSecretary Lito Atienza and DENR officials have been facilitated, localgovernment officials and representatives of the mining affected communitieswere not satisfied by the DENR’s suspension order on the Intex ECC.

“In 2001, thePhilippine Government has scrapped the MNP based on environmental and socialimpacts. We still carry the same issues why we strongly oppose the MNP,” said Oriental Mindoro Governor Arnan Panaligan.  “We find DENR disrespectful of our local autonomy for not recognizing our province’s existing 25-year mining moratorium issued in 2002,” addedGovernor Panaligan.

“We are not satisfied with our dialogues with theDENR. Our call for the revocation on the Intex ECC should not be watered down to a suspension of the ECC. We will further exhaust all legal and all extra-legal means to fight for our local autonomy to protect the long-terminterests of the our people,” said Oriental Mindoro Vice-Governor Estela Aceron.

“Our tribe has an existing CADC to our land and we are in the process of securing our certificate of ancestral domain title(CADT). If the MNP pushes through, all our hard efforts in asserting IP empowerment will be ridiculed. We ask President Gloria Macapagal-Arroyo, if she truly stands for the interest of the Filipinos especially the marginalized sector, to protect our rights as IPs by revoking the Intex ECC,” exclaimed Librada Isidro, tribal leader of Mangyan Alangan.

“We have expressed our strong opposition to the MNP for more than fifteen yearsnow. Our call is for the revocation of the Intex ECC and not merely a suspension, which reflects the government’s bias on the mining company over the interest of the people of Mindoro. Our protest have already escalated to the level of putting our lives at stake. We will not leave the grounds of DENR and we are committed to continue our protest until the Intex ECC is revoked!,”exclaimed Fr.Edu Gariguez, who submitted himself on hunger strike from Alyansa Laban sa Mina(ALAMIN).

“The campaign of the Mindoreños against large-scale mining has already reached international attention and has already impacted the mineral trade. The government should stop undermining or insulting the protest of the Mindoreños with a mere suspension order on Intex ECC instead of an ECCrevocation.  In fact, it was reported that the share trading of Intex Resources is halted by the Oslo Stock Exchangeafter a 8.2 percent fall to a 10-week low for the stock following the suspension of a mining permit (Reuters, November 18) issued due to the pressureof the Mindoreños. We, in ATM, commends the strength, high spirits and bravery of the Mindoreños and we vow to continue our utmost support on their fight for a sustainable future,” said ATM national coordinator Jaybee Garganera.

COMMENT RULES:

Hi everyone,

I'm the national coordinator of Alyansa Tigil Mina (ATM), the owner of this site.

We will always respect views and opinions posted on this site, as much as we encourage open discussion and intelligent debate on the issue of mining. ATM has its stand on this issue very clearly, and we welcome the comments from those who do not agree with us.

However, we have observed that in the past few days, this forum has gone way beyond acceptable behavior of netiquette.

I will request and strongly encourage all posters to at least follow the following rules:

1. Be civil. Basic courtesy and privacy norms should be practised by posters in this forum. Make your mom at least proud by showing you still remember to be polite, even if you're not required to say "po" or "opo" in every post you make. We wouldn't mind that either, if you do so. Then again, I am assuming here that you're already an adult.

2. Personal attacks will not be tolerated. This also applies to flaming. Just in case you don't know what flaming is, its deliberately insulting or personally ranting against a poster (or a thread) simply because you are losing the arguments.

3. Avoid being anonymous. Since you have enough time to post long comments, you would at least have a few seconds to type even an alias. You also help people conclude that you are not a paid hack from a PR firm by Intex (or any other mining company)

4. Do not shout in the forums. Do not use ALL CAPS in your posts. A single exclamation point should also suffice.

We will observe the forum in the next few days. Should these rules be disregarded, we will transform this into a minimally-moderated forum. We hope we will avoid the situation that we will decide to make this a closely and strictly moderated forum. We value everyone's insights so much.

We'll check up again on this new rules after a short while. Of course, we expect the Intex ECC to be revoked in a few days. In this case, I suspect that the "excitement" in this thread would have died down.
